      LEO ( especy federal) other than definitely known facts with
      counsel present" because it seemed all encompassing, rather than
      in the context of an investigation.</p>
    <p>But suppose it's a crime/incident (traffic accident?)  in which
      you're a victim or witness? Those involve investigations, do you
      include them in times to be cagey?</p>
    <p>I've heard ACLU presentations making your point -- politely
      decline to discuss, politely decline entry to house, search of
      car, etc. ACLU makes the point that it's important for EVERYONE
      (even/especially white males) to assert those rights/decisions so
      officers are accustomed to refusals, may be more accepting of them
      from others. Problem is, of course -- being politely uncooperative
      (in LEO eyes) can lengthen an encounter if not turn it negative.<br>

          <p>FWIW, different perspective here. After attending FCPD
            Citizens Police Academy, I attended FBI Citizens Academy at
            Washington, DC Field Office (both fascinating/informative).
            Again, knowing multiple FBI agents and officials, I've had
            pleasant/informative interactions with them. As a citizen, I
            both carry an ACLU membership card and value my dealings
            with local and federal law enforcement. I won't quote the
            tired saying "If you haven't done anything, you have nothing
            to worry about" and recognize there have been abuses but
            don't feel the need to be on guard. In fact, both FCPD
            officers and FBI agents have been helpful when I had minor
            issue or questions to discuss.<br>

                        There are 18,000+ law enforcement agencies in

                        misleading to generalize about "the police"  or
                        "law enforcement". <br>
                        Fairfax cops I know are
                        honest/honorable/motivated to do the right <br>
                        thing. Over the years, policies have changed --
                        sometimes in response to <br>
                        national trends, sometimes to community
                        involvement/pressure, sometimes <br>
                        to FCPD problems. There's pretty good
                        transparency and responsiveness. <br>
                        Fairfax (1200+ officers) isn't Mayberry or NYC
                        (30,000+ officers) -- <br>
                        there's no reason NOT to talk to police here; in
                        fact middle/high <br>
                        schools all have School Resource Officers whose
                        job is to TALK to kids <br>
                        -- not arrest them. <br>
                        <br>
                        I'm not claiming that everywhere's as fortunate
                        as Fairfax -- just <br>
                        suggesting that all-inclusive advice about
                        police can be misleading. <br>
