Consumer Cellular is an AT&T MVNO.... the gist is they buy a ton of minutes
and gigs of data from AT&T at a discounted rate and setup private APN's
that then sometimes cross connect from the AT&T network to their own
upstream ISP. (not always) In theory anyone with bucks can become an MVNO,
and I've actually proposed such a thing to my university so that can we
reduce the cost of our cellular based data collection systems.
