GM has had 110 years to work out the kinks. Other major car manufacturers have similar levels of experience. Comparing the production ability of Tesla and any of the established manufacturers isn't apples to apples.
Apple is unlikely to buy one of the established manufacturers. What Apple would be seeking to do would require such a dramatic pivot and culture shift from that in established manufacturers that Apple would never be able to deliver on the timeframe that they need to be in a position to compete. You're definitely correct that they don't need to reinvent the wheel (excellent punning), and that they'll purchase companies, but they need ones that are smaller and more nimble.
Aside from that, Apple won't want to deal with the PR nightmare that would come from purchasing, gutting, and repurposing (read: pivoting) a well-known automotive brand. That would just get in the way of their product development and give marketing a very steep uphill battle.
