This is probably no help, but when I was in Sao Paolo Brazil a few years
ago, our group was taken on a tour of a warehouse used by a Mardi Gras
parade group to prepare their costumes and floats for the coming year. At
that time, one of the items decorating their costumes was discarded laser
discs.
You might not conveniently contact such a Brazilian group and ship CDs to
them, but there might be New Orleans Mardi Gras groups who'd use them. Or
such [age groups in other cities.
