Right, I think the third scheme is the soundest proposal. I think it also incentivizes loyalty to a publication, which, as an editor, is always a nice thing. 

A publication also demands longer-form, deep dives from time to time too. Would it be too demanding to include this expectation in the flat rate + incentives model?

Something like, along with daily news coverage, a writer is also expected to write two or three articles that push the 1,200-word count each month. Or do you think that should be excluded?

I have had many payment schemes placed before me over the years, but the one that has won my loyalty is a guarantee, with incentives.

In the 1990s I was paid per article, when I wasn't (briefly) earning a salary.
In the 2000s I was paid per page view, 1 cent per view. But I don't know that publishers can get that anymore.
In the current decade I've been happy with a monthly guarantee. It has incentives I don't worry about meeting, and it makes for a comfortable ride. 

Of course, I have a wife with a good job. <g>

- A flat rate per article, not word count. Writers can write however much or as little they like.

Personally, I think the third scheme is likely the best. It guarantees a steady flow of articles each month, and writers are incentivized to go out and catch more stories.
