Or the response to their postings is so low that they have to recycle
the job ads to attract enough people to fill the positions they need.
After all, once your roster is full you can just pull the ads.

Another possibility: the quality of answering candidates is so thin that
they need possible slots to put the under-qualified.  "You are not a fit
for this position, but we have this position over here that you can
consider."
