I think the first thing to do is discuss/negotiate how much they are 
paying you to suss this out. And the priceing/etc research should be its 
own deliverable/payable.

And, of course, your answers should include very-fudge-factored estimates 
for any of your own time/services involved. (My advice here is, if you 
haven't done this before, somebody else should be in the hot seat as 
project manager/coordinator -- less to go wrong by you.)
