Thanks for the pointer to that very interesting article. 

Here is my take on this -- as a public library workers. 

Libraries are in the business of distributing as much knowledge to as many people as possible -- all the time staying within the reasonable constraints of copyright laws. 

It might be in Broward County's own interest to have people outside the county access their online services. A northeasterner looking for a place to a retire might end up 
choosing Broward County for the reason that their libraries are so excellent - and so gracious/welcoming. Boom -- a new county resident and expanded tax base. 

Methinks there is not going to be a lot of abuse of people outside Broward County getting a Broward County library card. That library systems seems to be on top 
of monitoring such stats. 

Here in the town where I work -- Takoma Park, Maryland -- I would say that 20 to 30 percent of residents do not have a library card -- even though they pay my salary 
with their taxes. From where I sit, the main concern is not with too many library cards being given out -- but with too few people wanting to have one.

Once an application is made, the library quickly sends an email with a library card number and pin, which allows users to connect to a variety of online services paid for by the county. Mobile users can also download free apps for the different services to make it easier to access those collections. 


Some of the online resources are: 


    * OverDrive, which provides eBooks, eAudiobooks and videos, and includes New York Times best sellers. 
    * Freegal, a music service that allows cardholders to download up to six free songs a week — and keep them forever. Unlimited streaming of music also is possible. 
    * Hoopla, which has movies, music, eAudiobooks, eBooks, comics and TV shows that can be streamed or downloaded. 
    * Axix 360, which has eBooks for children and young adults. 
    * RBdigitial Magazines, which includes hundreds of popular publications. 
    * Rosetta Stone, which can be used to learn foreign languages.
